In this new century, Europe without Russia would not be able to become an equal partner for America or China. In the other hand, Russia is extremely interested in the re-industrialization. Therefore, there is a real need to bring together Eastern scientific achievements and Western ability to generate commercial projects.

Moreover, if we can flesh out the project Trans-Eurasian corridor Razvitie, we could reach the conclusion of a major new agreement between not only Russia and the EU, but also the EU and the Eurasian Economic Union, the construction of which is underway.[1]

The 11~2015 Conference

Since the last few months, Strategia e Sviluppo Consultants (SSC)  is working on the preparation of a conference about the Trans-Eurasian Belt Razvitie (TEBR), which is expected to take place in Bocconi University next November of this year 2015.

With this purpose, thanks to the support of Prof. Lanfranco Senn the relevant report “Integral Project of Joint Development at the Eurasian Continent” was successfully presented to the Presidium of the Russian Academy of Science on March 11, 2014 where the path of the working agenda was accorded and structured. Under this scheme, the following year, on April 2, 2015, the President of Russian Railways V.I.Yakunin made a presentation about “Platform RAZVITIE 1.0” on the seminar ISPR RAS.

The forthcoming November conference will focus in the discussion of the already published by Millenium Bank report on TEBR and will look forward to find creative ways to develop the next stages of the RAZVITIE project but it will also explore the possible ways in which the Italian and Russian experts can contribute to its development. So far, it is expected that the conference will count with 14 presenters; nevertheless, the list of participants is still to be defined.

In the March 11, 2014 Conference it was decided that the administrative structure should be arranged first and then that the managerial tools should be submitted to the administrative structure. It was also decided that the administrative structure would be based on managerial tools, in other words to apply the bottom up approach.

Under this paradigm, the Bocconi University intends to provide an educational program to prepare managers of a new type for the TEBR providing as well a model for the University of Razvitie, which is actually supervising the work through Prof A.A. Kondratiev.

Conceptually the project has three different levels: The Upper level, the Medium level, and the Lower level.

·   The Upper level

Which includes two key issues:

a) The mission of Russia as a state-civilization consists in the formation of a new focus of global public wealth generation based on an integrated infrastructure of the new generation in the Eurasian space.

b) The means of implementation of such a mission of Russia is the TEBR project as an integral project of solidary development of all civilization centers around Russia.

·         The Medium level

Which includes statement of the problems of strategic planning tool with which it will be possible to build the entire TEBR architecture both in space (with a focus on Siberia and the Far East) and in time (with a focus on the long-term nature of the project). This tool is named as the intellectual and managerial RAZVITIE Platform in the report.

·         The Lower level

Includes a statement of three issues that need to be implemented in order to realize the TEBR concept:

а) Issue of constructing an integrated infrastructure system (multi infrastructure) as a basis for transition to a new technological structure within TEBR;

b) Issue of a new financial TEBR system, adequate to the needs of the new technological order;

c) Issue of RAZVITIE civilizational identity, without which it is impossible to form the subject of a new policy of global social wealth.

This RAZVITIE-1.0 Platform report is the logical continuation of the report of March 11 (the upper level). Along with the help of the Platform, statement of the problems of the lower level, the development of which will be carried out in 2015, is concretized.

Geopolitical Relevance

It might seem that TEBR project is mainly crucial for Russia under the circumstances of a current economic situation. The director of the Institute of Economics Academy of Sciences Ruslan Grinberg stated: "Every ruble invested in rail infrastructure gives 1.46 rubles in return. Moreover, investment in rail infrastructure attracts not only new investment in related industries, but also the new demand. However, despite the fact that the TEBR potentially is very interesting and important for Russia as underlines the adviser for Japan and the Asia-Pacific Association of Industrial Parks Iwao Ohashi,  the exclusive use of the transit potential of the Russian territory carries risks for the country, because they do not allow to obtain added value in the future. To be justified its investment and effort Trans-Eurasian corridor should not only be developed along main highways, the investment should not only go to the transport part of its infrastructure, but also there should be built new production sites, new jobs have to be put in place as well as new cities.

It is evident that the implementation of such projects needs to attract huge investments. However, when one considers that TEBR can be subsidized by regional, private and foreign investments, the money can be found. One should also take into account the sums that have already been put in the development of several major banks, government organizations, as well as the development of infrastructure along the future belt over the Russian territory.

The Chinese part in its turn is ready to support the project and already is doing by implementing the strategy of China's "New Silk Road", which displayed a single concept of long-term development of the country, as well as individual investment projects with a clear vision and a road map for each of them.[2]

According to the president of the united transport and logistics company (OTLK) Peter Baskakov, if in 2011 the land transit from China to Europe began with 14 container trains on a single route Chongqing-Duisburg,already in 2014 the total number of trains on different routes resulted to be 228. Accordingly, in 2015 - conferring to the optimistic scenario OTLK - the total number of trains from China to Europe must exceed 420. On the basis of such a solid traffic the proposal to create a Trans-Eurasian development zone, which would include not only transport routes for transit but also a comprehensive infrastructure for industrial, energy, telecommunications, social clusters in the areas of Trans-Siberian and Baikal-Amur Mainline makes sence.

"Major axis", "geo-economic cluster", "new type of investment space"- Michael Baydakov, the Chairman of the Board of JSC "Millennium Bank”, names the new potentialities of TEBR calling it an economic power shifted to Southeast Asia. He says that Russia laying between the high-tech Europe and Kazakhstan and other countries of the former Soviet Union has a huge potential to connect Eurasian region with its resources to permit it to become a new pole of production of social wealth. "

The Russian Railway company has launched a project the "Project 1520" which repreents the broad construction, according to Russian standards tie in the rail network in Europe, to be held from Kosice in Slovakia to Vienna. "This will ensure a smooth traffic of goods, no delays at borders, - explained the Vice-President of the Russian Railways Oleg Atkov. The first vice president of the Italian State Railways Alberto Mazzola, also shared the plan to launch a new train connection between Moscow and Trieste which can be lately connected with the route withKosice-Vienna and new logistics hubs.

Russia can be a kind of land "bridge" in the Eurasian space. The EU has interpreted this idea in different ways. "For example, is known for such a scheme: we deliver you technology, and in return receive raw materials at lower prices, - says in an interview an Italian economist Paolo Raimondi. – That is as long as we see Russia mainly as a supplier of hydrocarbons. However, we also know that Russia does not want to be seen only as a supplier of raw materials in the world. Therefore, the Trans-Eurasian corridor Razvitie could become a successful example of joint development of space, the construction of new high-tech cities. "

This integrated development of large areas where concentrated intellectual resources and natural wealth, require set up of real assets, - said in his turn the president of Russian Railways Vladimir Yakunin.
